Jut bought a lap top vista and did change language, need to change all tools
and all windows instructions.

about obtaining language packs for Microsoft Office.

For general help information, you can go to
http://support.microsoft.com/common/international.aspx, and set your country
to a country that widely uses the language that you want to use. Cookies
must be enabled.

After you make that change, then you can get help in your language from
http://support.microsoft.com/. That won't fix all of your settings, but it
is a good place to start.
