Change Management for Implement Project Server

I already implemented the Project Server in my organization but I still have
to review the implementation result after implemented few months.

I think will be better if there were some articles/ books that contains best
practices including rules, policy and other support things while
implementing the Project Server. (such as "Change Management" not just from
technical view).
Let say we never have the system to collect the actual work from resources
manually before.

In example: the crucial things while implemented project server is the
accuration of actual work. How to enforce the resources entering their
actual work through PWA daily, or how to validate it or to make sure the
entered values are valid.
If the actual work values does not valid, the output will become
meaningless.

For some matters like non-deliverable work such as internal meeting,
communication, project coordination, etc, very difficult to make-sure the
actual work that entered by the resources for those kind of tasks are valid,
because there is no controling system to validate it.

Any commnets are appreciated.

I agreed with managers responsibility to control his/ her sub-ordinate.
Comment from me about the limitaion on number of hours person reports on a
task in one day should accumulate with other number of hours for other
tasks.
Because a resource still could entering the actual work 8 hrs for one task
for one day but he also could entering another 4 hrs for other tasks on the
same day. So total actual work for that day become 12 hrs (8+4)
where it should not possible values.

Not just from technical view like I mentioned above, we should also need
some policy to enforce the managers and the resources to do their job for
supporting this system.
The policy might such as punishment or something like that (I still don't
what policy should I propose to my boss).
Sometime maybe the resources/ managers don't know the benefit or how
important of this system for them or for company, so it will make them not
dicipline to do their jobs in this system such as entering the actual work
daily, controlling the actual work that entered by the resources..
Yeah, maybe we should have better planning to anticipate some kind of that
problem.

My point is the system will not implemented successfully if there is not
policy or direction from management. The application is only a tool, we
should support that tool with another sub-system such as policy, etc..

We need some tips to implement the system including the policy to support
that system until implemented smoothly, etc...

We encourage our clients to rethink their employee review process to include
an element for project work and team participation where cooperation,
reliably reporting progress and team participation is rated by the various
PMs that they report to. The line managers review the quality of the work,
the Project Managers review the quality of their project participation.
