change open command to start at a different file for word, excel,

when I choose "open file" in ppt, word, or excel, I have to re-select word
(or excel, or ppt). Instead, I want open file to produce the list of my
sub-files in word, excel or ppt. How do I make that change permanent?

Also, when I open a new doc in ppt, it shows up as the title page. I want it
to be a blank slide. Also, don't want the "outline" and "slides" to show on
the left. How do I make these changes permanent.

I don't understand your question as stated. BUT, if you are refering to
the default folder that appears in the Open File dialog box, you may set
that in Tools, Options, and the appropriate tab.

Simply change the the View and Slide as you wish, and then Save As,
Blank.pot (Design template)
