Change owner of a project

If I created a project plan and published it how do i change the owner to
someone else (without having them log in and publish the assignments making
them the owner)?

In project web what field does it use to determine who created/owns the
project?

You need to execute a two step process to change the ownership of both the
plan and the assignments. Only one person can own a plan in Project Server,
but many people can own assignments in a single plan. See the following FAQ
