Change project owner

When a project manager needs to change project owner in "change project
properties" windows of "Project Center" he views all enterprise resources.
How to do that he will be able to view only resources which are under him in
RBS?

My guess is that the list of users in this dropdown is controlled by the
category permission "Edit Project Properties in Project Center".

And if that is the case then you would need to make sure that the Project
Manager group was associated with a security category that had the resource
rule set to "They are descendants of the User via RBS" (I would also turn on
the rule "The User is the resource") and then turn the permission "Edit
Project Properties in Project Center" on for the PM group against that
security category. Also, make sure that permission is not turned on for any
other category that is associated to that group.

You would think that it was the Edit Project Properties, but I'm pretty sure
that the Save Project permission determines who shows up in the Project
Owners list.

I have two environments (Test and Production) here. When trying to change the
project owner through editing the project properties, in Test I see a
complete list of all users in the enterprise resource pool; in Production, I
see only the current owner. I'm confused as to where to look for the
configuration differences that cause this.
Any suggestions?

It sounds like the security groups and settings are differnet between your
production and test environments. You will have to go through the group and
category permissions and compare the two. As Gary stated, the main
permission to look at for the owner in project properties is the "Save
Project" category permission.
