change SIZE ON DISK:4.00KB into bigger

I am using publisher 2000. How can I change the "size on
disk: 4.00 KB (4,096 bytes)" in "properties" menu of
Publisher into 16.00 KB.
I cannot open my file with pictures because my Publisher
2000 said that there is no enought memories.
