Change timescale

Hi Merlin,

The time formats available are controlled through the Regional and
Language setting in the operating system. For an English US install in
Windows XP, changing the time format in Control Panel > Regional and
Language Options Customized time to HH:mm:ss set it to a 24-hour
setting. Do be aware that changing the setting changes all time formats
throughout all programs in the operating system.

Then in Project setting the timescale setting to Hours and picking the
label of 11, 12, ... showed the 0 through 23 hours format in the
timescale.
