Change working time grayed out allowing no changes

Nothing deals with this anywhere in the help sections or other support
databases, and I have checked all the starndard stuff like making sure it
isn't open, that I have rights to change this, etc.

From the behavior you are describing, I am assuming that you are using
Project Server 2002 or 2003. If this is indeed the case, then your Project
Server has disallowed the creation of local base calendars. This means that
you cannot make changes to the calendar in any project. If you need a
custom calendar for your project, you need to ask your Project Server
administrator to create a new base calendar for you in the Enterprise Global
file. If you are not using Project Server at all, then please disregard
everything in this message. :)
