Change working time - reasons for absences or non working time

In PS 2007
Is there any (without development) way to see any lists of absences
showing the reason entered in 'Tools/Change Working Time' for each
instance. e.g. across resources/teams/enterprise?

No, sorry. This functionality has never existed in any version of Project
Server, including 2007 as well. Hope this helps.
