Changed password last week; have no access to Outlook Express siin

Am acustomed to sending and receiving a dozen or so emails daily, up to the
point where my pass word was revised exactly a week ago. I now cannot receive
or send email; it is stopped by an invisible wall that exists between my ISP
provider(SBC/SNET-Yahoo) and The Outlook Express Program itself.
My ISP claims that problem should be solved by Microsoft,
Microsoft claims that correction responsibility is with company that sold me
the Windows -XP program (that included Outlook Express) that I have been
using for the past 18 months. Am using Outlok Express 6.0.
The small business company that sold me the program went belly-up.
CAN ANYONE HELP?? Would sincerely appreciate it.
