Changes made to toolbars disapear when admin rights are removed from users computers

When users with restricted rights to company computers use excel th
program starts up with the basic toolbars and buttons, users can mak
any changes to the buttons and toolbars they wish to make and can us
excel with out restriction.
When excel is shut down and restarted the toolbars revert back to th
basic settings removing any changes that may have previously have bee
made, the only way to stop this from happening is to giv
administrative rights to the machine, this is against company policy s
not possible. is there any way around this problem.
We use Excel 97 and Windows 2000 Pro any help anyone could give woul
be very much appreciated

Excel 97 toolbar customizations are saved in a file named <username>8.xlb in
the <Windir> folder. I'd investigate whether users have the rights needed to
save files in this folder. If not, this is a severe restriction that
impacts not only Excel 97 but any program that writes INI files.

Btw, in Excel 2000 and later the XLB location was moved to user folders
under c:\Documents and Settings.
