Changing Background color

I created an html file in Dreamweaver with blue background and when I send it over via Outlook 2002, the background color turns into white. I'm sure it is something to do with Outlook -- when I see the same html file in Internet Explorer, the blue background is there but it disappears on the email... Could anyone, please, explain how to fix this problem?
