changing background freezes slide

Which version of PowerPoint do you use? Which kind of background do you use?
Color or photo or ...?

office 2003 with all updates, when attempting to access "design templates" it
freezes.

Are your design templates stored on a network? Could it be a network
problem? To check, change the template folders (in Word: Tool - Options -
Save) to a folder on your harddrive and try again. Or do you have many
templates, so that PowerPoint needs a long time to open?
