Changing Database Options

Is it possible to change the Use Windows Themed Controls on Forms options
(Tools > Options > Forms/Reports tab) using code?

I want to give the user the option to change this setting to their own
preference.....

Use GetOption() or SetOption() with the argument:
"Themed Form Controls"
