Changing Fiscal Year display in web version of Project file

I have inherited some code that takes a MS Project file, stores all the info
in an Oracle Database and then queries the database to pull the file info out
and display the Gantt chart on a web site. When creating the Project file
the Fiscal Year was set to start 1-October. However, when the Gantt chart is
displayed on the web, the Fiscal Year is reverting back to the standard
1-January. Any suggestions on how to change this?!
