changing margins in word 2003

I have a word file that was created in Word 2000. I now want to cchange the
margins and print it with 2003. No matter what I put in the margins on page
setup nothing changes. Anyone have any idea why?

Display nonprinting characters to see if there are paragraph breaks at the
ends of the lines.
