I believe you are talking about two different things.
When a resource is assigned to a task, you can assign it with "units" such
as 200% for two people. You may assign more or less units as needed. This
value stays constant unless changed by other factors --- but you control
those factors. Resource Units assigned to a task are entirely different from
the Max Units that are listed in the Resource Sheet. Changing Max Units on
the Resource Sheet does not impact any resource assignments.
If you assign a resource to a task with an allocation greater than the Max
Units on the resource sheet, Project will indicate the resource is overloaded
and will happily comply. An overloaded resource is indicated by displaying
it red in the resource sheet.
Should resource availability change (such as increasing Max Units to 500% or
decreasing it to 100%), you can change the Max Units in the Resource Sheet.
Doing so will not impact assignments.
You can deal with additional (or less resources) uses Resource Leveling.
First, when you creat the initial schedule, do not respect resource
availability. Just load the tasks and the resources as needed --- depending
on the Max Units you have in the Resource Sheet, some people may be
overloaded.
Overloaded resources can be adjusted through Tools/Level Resources...
You have the choices to level certain tasks, time frames, or even certain
resources depending on what view you are in when you launch the tool. So, if
you start with no resource leveling and input your tasks without respect to
manloading, then project can adjust this for you based on the Max Units of
the Resource Sheet.
Obviously, if you increase the Max Units of a resource on the resource sheet
and then level again, you will get a different answer.
You may set resource leveling to automatic or manual to suit your needs. We
do it manually here.
