Changing Microsoft Outlook password

I'd like to change the password that is required everytime I open my email.
I've got Microsoft 2007 and Vista.

Is this a password on your pst file, or is this the password to access your
mail account on your ISPs mail server?

Is the password supposed to be required everytime you check mail, or is this
a problem? (others are having the issue that saving passwords doesnt work)
