In answer to my own question:

To appear on the drop down list of owners you need "Save project to
project server" permission.
This is a category permission (was global in 2003), so you can no
longer pick any old project manager you have to be at least in the
project team before you can become the plan owner. This is further
complicated by needing to publish the plan before this permission is
effective.

I need to be careful about jumping to conclusions.

I think the above observation is the way PS is intended to work,
however I am not getting the results I expected. I cannot populate
owner dropdown list unless I give the user My Organisation/Save
project to project server" permission. Interestingly if I then remove
this permission the use remains in the owner pick list. Something is
clearly misbehaving - does anyone else observe this or is it specific
to my environment?

I reported this issue as a bug. Members of the Project Managers group do
not appear on the list, even though they should. Microsoft staff confirmed
the bug and reported they will try to fix this in the first service pack.

It would be interesting to see an article in one of the many blogs on
the Project Server testing process. Some fairly fundamental stuff in
this release is problematic making the life of an EPM consultant
fraught.

Dale,

If i'm reading you right, the problem which we're having is one that's been
reported as a bug? We can bring up the "Edit Properties" in PWA and see a
list of names, but every time we select a different plan owner (even it the
individual is a team member), it doesn't seem to "stick" after hitting "save
and publish". Short of that, is there a work around or way to change the
plan owner in Pro somewhere? I don't see that field readily available though
I suspect it's somewhere!

The only way I have been able to work around the problem is to change the
Owner field AND change the value in another field as well. Then I believe
you will be able to save and publish. You can then change the other field
value back to what it was, and then save and publish again. I realize this
is a lame solution, but then again, at least it's a temporarily solution
until we see if SP1 fixes the problem. Hope this helps.
