changing the action of mouse wheel

I have seen several methods for disabling the scrolling of the mouse i
access, but I haven't found one tutorial on making it scroll the for
up and down instead of through the records. I have yet to see in an
options for Access XP or 2003 to change this way. Can it be done?

Oh ya on a non-related question, but someone still may know the answer
Whenever I use the scrollbar on the right side of the screen for m
form all the textboxes, labels, command buttons, pretty much ever
field there is starts flashing (possibly refreshing, not sure) until
stop moving the scrollbar. Anyone know about this one also?

I've not tried this myself, but the following MS article describes how to do
this. I have also seen a DLL for download on the Web, maybe do a Google if
you're not able to follow these instructions:
