changing the default language to english (AUSTALIA )

How do you prevent outlook from defaulting to English (U.S.)?
i have set the default language to english (Australia) in the
options/spelling & grammar/custom dictionaries.
the computer's locale (in the regional option) in the control panel is set
to australia.
the input languages and methods in the input locales withing the regional
options, is set to english australia, YET when i compose a new email or reply
to an email, it checks my spelling against the English US dictionary.
