Changing the default setting in task information

Is it possible to change the default setting of task information in the
enterprise global template as Start No Earlier than the Project Start Date?

Sorry no. You could achieve this through a macro.

What's your scenario in which this is a requirement? You could use process
to manage this requirement.

You can accomplish this by using Enterprise Project Templates, and
instructing your users to always start a project from the template.
