Doug and Graham have given you some solutions depending on their varying
interpretations of what you're looking for. Doug assumes you want the
"paper" color of documents as displayed in Word to be different. Using "Blue
background, white text" is one way of achieving this. Another is to change
the window color in Control Panel | Display | Appearance. That affects
display only, however, not what will print, and it also affects the window
color in all Windows applications.
Graham assumes (correctly, I think) that you want to be able to print this
background color. As you've seen, Format | Background applies only to Web
pages and does not print. To get a printable background, you need a
watermark. You don't say what version of Word you have. If it is Word 2000

If you have Word 2002, you can use Format | Background | Printed Watermark
to easily create a background that will print. If you have Word 2003, you
can use Format | Background to insert a Web-type background and then check
the box for "Background colors and images" on the Print tab of Tools |
Options to make this background print. But, as Graham points out, you won't
be able to print all the way to the edge because all printers have a defined
unprintable area. If you want a solid background color, your best bet is to
use colored paper.
