Chapter numbering with front and back-matter

I am writing a thesis that includes front-matter (disclaimer, preface,
etc.), several numbered chapters, and rear-matter (references,
appendices). I am attempting to structure the document so that
numbering and table of contents is handled automatically. The table
of contents should look as follows:

Disclaimer ...
Preface ...
List of Illustrations...
I. Introduction...
Subheading 1 ...
Subheading 2 ....
II. Conclusions and Recommendations ...
..
..
..
References ...
Appendices ...
Appendix A: ...
Appendix B: ...

I have structured the document so that disclaimer, preface, list of
illustrations, each chapter, and the Appendices separator, each are a
level 1 heading. However, this numbers everything. What is the best
way of handling this situation in Word.

I create a style that is identical to but not based on Heading 1 and apply
that to the unnumbered headings. The style should be defined as having
outline level 1 so that it will automatically be included in the TOC.
