checked-out projects in Project Server

various pc crashes have left several projects stranded in the "Checked Out"
status. Users cannot delete them in PWA, Administrator cannot delete them.
Have been advises to open the SQL database and change the value (from "1" to
"0") but don't know which table, which field. Any guidance?
