checking in Enterprise Global

I have admin rights and am having the following problem:

I want to add Outline Codes and therefore need to open the Enterprise Global
Template. When I go to access it Tools/Enterprise Options/Open Enterprise
Global I am told the file is checked out by me!

I even went into Project Web access as an administrator to Admin/Manage
Enterprise Resources/Check-in enterprise resources... and apparently there
were no files checked out.

Can anyone help?
