checking names before sending mail

I would like to make a rule which check outgoing mail for receipient
adresses. Why?? When I send a mail I want to make sure that certain contact
people do not receive mail from me unless I authorise the mail.

It happened a few times already that when I use reply to all that the wrong
person receives my reply.

A rule can't do that. You'd have to write your own VBA code. The sample at
http://www.outlookcode.com/codedetail.aspx?id=553 should give you some
ideas.
