Ciphering messages with Outlook appear clear in recipient

Hi

I developed an outlook pluging using MAPI.
The Outlook account used is an Exchange 2003. When I cipher a message (in
html format) in the sent box appear this message as mail ciphered but in the
exchange server I can view this message clear.
In some cases (when the email is external to Exchange ) this email is
received clear.
