Citations and Bibliography greyed Out

We are pushing Office 2007 to our company. We just got a call that the
Bibliography is not installed. It is greyed out and the style type says
"missing"

Out original install group got the entire Office Pro PLus version and
Bibliography works. The same version with access, Infopath and Publisher
removed.

Have found that the Bibliography folder is no ton the machines that do not
work. Have copied the folder but it's never that easy!

How can I re-add the Bibliography? I can't uninstall and re0install over
1000 installs.

FYI: upgrading over Office 2000

I've read somewhere that the problem is caused due to a silent installation
error. If you have any install logs for Office 2007 on the machines it is
not working on, it might be interesting to look into them to see if you find
something suspicious.

I'm sorry, but uninstall and reinstall (not repairing) is the only known
solution found for the problem so far.

According to the last post in the last link, uninstall and reinstall is also
the solution MS suggests.
