Cleanest way to provide an external link on the PWA main page??

I have a PMO site that exists on a different SharePoint installation
(strategically I did that so that if Project Server is down, my PMO
documentation - including Project Server stuff - is intact).

Seems that each time I attempt to add a fully qualified link in the
Quick Launch bar (either adding an entry to the Sites heading or a new
heading altogether), PWA always assumes that the link I'm providing is
a child of project/pwa.

For example, if I add a link under sites with a URL of "http://
sharepoint.box/pmo" and attempt to access the link, I get an error
because PWA is attempting to go to:

"http://project/pwa/http://sharepoint.box/pmo"

I'm not sure how you are doing this as I can't reproduce but maybe you can
try different ways of adding the link

1) PWA>Server Settings>Quick Launch (adds to PWA quick launch)
2) PWA>Site Actions>Site Settings>Quick Launch (adds to SharePoint quick
launch)
3) PWA>Site Actions>Site Settings>Top Link Bar (adds a bar across the top)

It could be also that you don't have enough rights to add a fully qualified
URL in some of these areas.

I have Administrator rights but not logged on with the System Account

Did you try all 3 of these approaches?

1) PWA>Server Settings>Quick Launch (adds to PWA quick launch)
2) PWA>Site Actions>Site Settings>Quick Launch (adds to SharePoint quick
launch)
3) PWA>Site Actions>Site Settings>Top Link Bar (adds a bar across the top)
