Is there a tool or does someone have suggestions on how to
clean up old sites that have never been maintained
correctly, that have files and folders scattered all over
with know logical reason or flow? It makes troubleshooting
a nightmare and impossible to maintain in a reasonable
amount of time.

Open the site in FP and rearrange your files
