Clear PST of Rules in Outlook XP

I have a PSTwith Rules I cannot modifiy and/or delete.

The rules were created in Outlook 2003 beta w/ update.

The pst is compatible with Outlook 97-2002

I switched back to Outlook XP, and now can not remove/change rules

Is there an alternate way or reg key to clear this?
