clicking links in outlook 2003

Hi,
When I click on any of the links in my email it opens up
a browser window, but it is a blank page. now if I
already have my browser open and then click on a link in
outlook 2003 then it opens up a new browser window and
takes me to the link, not a blank page.

any suggestions?
