Clogged Outbox alerts?

Hi,
Is there a way to tell Outlook 2003 to alert me if a message sits for more
than xxx minutes in the outbox without being send ?
Somtimes my SMTP and POP3 server is slow and by the end of the day I notice
that some messages are still in the outbox.. then I have to manually do
smothing...

Can Outlook alert me ?
