Closing out a Project 2003 project

Hello,

I am struggling with completed projects in our 2003 EPM environment. Is
there a way to "lock" or "close out" a project when it is completed? I have
people modifying time after a project is done and closed out and it's causing
problems. In addition, is there a way to stop having the tasks show up on
people's task sheets other than people hiding them?
