Closing outlook & shutting PC does not unlock locked process in Outlook

Product: Outlook 2000 on Win98
Symptom: "The process cannot access the file because
another process has locked a portion of the file."
Note: Closing Outlook & all other applications, and
rebooting, does not unlock the locked outlook file.

Question: how can I manually unlock an outlook file (since
the operating system isn't unlocking it during shutdown)?
