cmyk separations from publisher pdf

When this pdf
file is ripped on our harliquin rip, we get no black
plate. This only happens with pdf files saved from
publisher. Why? Can it be worked around.

I had the same problem with our Harlequin Torrent rip, but
got around it by using a differnt page set up at the rip.
Instead of one which forces colour seps from the file I
used one that requires pre separated input. The Publisher
file must be set to Spot or CMYK colour mode.
