Code for XP Packaging Wizard

I'm trying to find the setup1.vbp for the XP Packaging
Wizard. I have the MSDN Universal Subscription and have
installed Office Developer from that, but I can't find
the VBP for the Packaging Wizard anywhere. I need the
code so that I can modify the setup for an Access/VBA
application.
