CodePage Error

I have a weird error I am getting with our project installation
"
Incompatible Codepages
Project has detected incompatible codepages.
The project Server is using codepage .
Your computer is suing Codepage 64.
"

Do you have any ideas on what might be the cause of this one ???

I did find the knowledgebase article

But this didn’t solve the problem -
ALSO - why doesnt project know what codepage is in use on the server ?

Please try to check that all of regional settings (in Windows Client) was
set and match with Project Server Locale set

Example: In Windows XP there also has non-codepage language set (Advanced
Tab in regional settings), please set it to your code page

However, I found some problem, even we set language in our local language,
after restore Sample Database, The regional set was change back to English
United State.

If someone know how to keep language setting after restore Sample Database,
pleae help
