Collaborate\publish

I have one project plan that when the PM makes changes and then goes to
Collaborate\Publish\New and Changed Assignments she does get the dialog box
that allows to turn off email. This is true for Republish Assignments. We
see that saves to the project were made and can view them on PWA but dialog
boxes don't appear. I have tried to do the same under my profile as well and
get the same results. Any thoughts?

To add to this, I saved the project as a .mpp and then deleted the enterprise
version. I reimported the project into the enterprise and still have the
same effect. Can't get the Collaborate\Publish dialog boxes to appear. The
project saves but the publish features are not working.
