"Collaborate using" is greyed out

I would like myself and others on my project to be able to import and track
assigned tasks on the project in Outlook (2002).

In Project Pro, I open the Tools->Options Collaborate tab, but "Collaborate
using:" is greyed out (disabled), so is the Microsoft Project Server URL, if
that has any bearing.

I was able to change the Collaborate Using for each resource to email, but
that did not seem to have any effect.

What do I need to do to get this working? The documentation doesn't say
anything about why this option would be disabled.
