Coloring Cells

If this is my matrix for accounting...
0.0% = green
Click to expand...
0.0/-5.0 % = yellow
< -5.0% = red

and I want the entire cell surrounding the solution to correlated to
the color scheme mentioned above, what function would I use to do
that?
