Colours in Bar Charts

I would like to have different coloured bars in my bar graph dependant on tolorence level (Eg: If result <95 display red, >95 but <100 then display Yellow, =100 then display green

Can Excel do this

What can't Excel do? No, don't get me started, but there are many
things Excel can do, if you're willing to set up the data properly. The
first two examples on this page show how to set up conditional
formatting in an Excel chart:
