column/footnote problem in MS word 2003

If I have a page that 1 column of text, and beneath it there are 2 columns
(hence a continuous section break between them), and I insert a footnote in
the 1-column section, the two column section jumps to the next page and there
is nothing I can do to prevent this. This only seems to happen in word 2003
and not in previous versions.

The usual problem in previous versions was the reverse (footnotes in
two-column sections making single-column sections jump), but the principle
is the same, and you might be able to adapt the technique described at
http://word.mvps.org/FAQs/Formatting/FtnoteSpanColumns.htm, but I think the
problem would be that the footnote would be only one column wide (if it's
very short, this might not be an issue).
