Is there a way to split a worksheet page in two so that
the column widths on the top half and bottom half differ?

No. About the closest you could get would be to merge some cells so that some
rows look like they have different columnwidths than the others.

But using merged cells is a problem for lots of other things. (I'd try not to
do it unless it was absolutely necessary.)
