Combing Cell Values

Hello,

Need some help with combing cell values. I know that =value(a1&b1) example.

Cell A1 = 1
Cell B1= 3

Output =13

But if A1 has a text value such as ABC, I get an error on output. With text
and numeric, how do you combine?
