Command Button Toolbar, Reports,Forms, disappears?(ACCESS 2000)

When inserting pictures using the tools menu, then using
the forms or tables design view "all(Form)propeties
dialogue box" to set picture propeties etc. The floating
Command Button Toolbar disappears. I have found it locked
to the top toolbar but usually not and been able to drag
it back to float(once). How do you get the Command Button
Toolbar back its floating configuration?
