Command Button Wizard

I am running Access 2003. I cannot get the command Button Wizard to work.
Any suggestions.

Open a form in design mode.
Open the Toolbox toolbar.
Look for an icon that looks like a magic wand.
Make sure it is sunken/selected/pushed down (like the Select Pointer).

When you create a new control on the form, the wizards should work.
