Command Button Wizard

When I click on the command tool on the toolbox, the command tool wizard does not open. How do I reactivate it? It was working fine.

There is a button on the tool bar that looks like a wand.
Click to expand...
If it is sunken then the wizard will appear when you
select the command button (as well as other tools)
otherwise the wizard is disabled.
