Command to set just the outline level (without changing the style)?

I can't find a command that will set or change the outline level (body
text, outline level 1, outline level 2, ...) without also changing the
style.

The OutlinePromote (Atl-Shift-Left) and OutlineDemote
(Alt-Shift-Right) change the level, but they also assign the text to a
heading style. I would like to leave the style as is and just assign
or promote/demote the outline level.

You can adjust the outline level of a paragraph style—except for Word's
built-in heading styles—on the indents and spacing tab of the paragraph
dialog.
